Portugal boasts an excellent reputation and is considered one of the world’s most globalised and peaceful nations. Furthermore, the Portugal Golden Visa program provides the opportunity to become a permanent resident or a citizen in Portugal with simple and passive investment.
WHAT IS THE PORTUGAL GOLDEN VISA?
The Portugal Golden Visa program is a residence permit by investment scheme (ARI) designed for non-EU citizens. It offers investors and their families the opportunity to become temporary residents upon investment, followed by an option to gain permanent residency or citizenship after only 5 years.
Portugal launched the program in October 2012. The main objective was to attract international capital into the country, and also balance the negative population growth it continues to see. The program proved to be a great success, raising €5.5 billion in a little over eight years.
WHAT BENEFITS DOES IT OFFER?
Family reunification – This is a 3-generation program which can include the investor (the main applicant), plus their dependents. i.e. spouse, parents (65+) of both the main applicant and spouse, and unmarried children up to the age of 25.
Minimum stay of just 7 days a year – Applicants needn’t move to Portugal to keep their residence permit. Staying in the country for just seven days per year on average will suffice.
Visa-free travel – Residency comes with visa-free travel in the Schengen zone and, upon citizenship, up to 188 countries which offer visa waivers or e-visas.
Access to public healthcare and education – Temporary residents can live, work and study in Portugal while citizens can live, work and study across the EU. Both residents and citizens gain access to public healthcare in the country.
Tax Benefits – Only income in Portugal is taxed – there is no tax responsibility on global/world income unless one spends more than 183 days of the year in Portugal.
WHAT ARE THE PRE-REQUISITES?
The main applicant / investor must be at least 18 years old and hold a clean criminal record. The funds for the investment should arrive from outside of Portugal.
In order to qualify for the program, a qualifying investment has to be made. The most preferred investment categories include real estate or via a venture capital fund.

1. Real estate purchase worth more than €500,000 in Portugal

Low fees and taxes: Investing via a venture capital fund, such as The Portugal Growth Ventures Fund, offers a stress-free and tax efficient way to qualify for Portugal’s Golden Visa. The acquisition of subscription units in a Portuguese fund is simple and fast while, aside from the investment amount, there are no additional taxes such as property transfer taxes or stamp duty to pay. The income generated by the fund is tax-free for non-residents.
Secure investment: The Portugal Growth Ventures Fund is regulated by the Portuguese Securities Market Commission (CMVM), the Bank of Portugal and registered fund management company, FundBox.
FundBox, which implements the fund strategy in assessing, closing, and managing the investments, was founded in 2005, and boasts over €370 million in AUM.
Additionally, the Portuguese tax authorities audit the fund, as does the fund’s auditor, Baker Tilly. Such high levels of regulation ensure that the fund complies with Portuguese legislation and tax laws.
Professional Management: Owning participation units in an investment fund is a hassle-free investment. This means you can enjoy the passenger seat, while the car is driven by a professional. If the fund makes a positive earning at maturity, the fund management will earn a performance fee. This ensures that the incentives of the fund management are aligned with that of the investors.
Exit option – The Portugal Growth Ventures Fund offers a simple exit solution at the end of the term of the fund.
WHAT RECENT CHANGES HAVE BEEN MADE TO THE PORTUGAL GOLDEN VISA?
As of January 1st, 2022:
1. Where you can invest in real estate to qualify will be restricted. This means that any residential real estate investment in Lisbon, Porto, or the coastal Algarve region will no longer qualify the investor for a Golden Visa.
2. The minimum investment amount via a fund will increase from €350,000 to €500,000.
3. These rule changes do not apply to any purchases made until the end of 2021, so there is still time for investors to make their investments before the new rules apply.
